    The overall responsibility of the Clinical Quality Manager is to assist in the development, implementation, and maintenance of the quality improvement program, key program indicators (KPIs), risk management initiatives, and oversee the quality assurance review process utilizing principles of continuous quality improvement. This is to be accomplished by working closely with members of the PQ&E Department, internal clinical and administrative staff, RAE affiliates and state agencies for the purpose of ensuring compliance with regulatory and funding requirements related to monitoring and improving service quality and effectiveness. Additionally, this position supervises the work of the Quality Assurance Analysts and assume a leadership role in organization’s CQI initiative.


    • Supervise the Quality Assurance Analyst.
    • Work with Quality Assurance Analyst and Corporate Compliance Specialist to develop a comprehensive quality assurance review process.
    • Design, implement and monitor quality improvement initiatives and/or projects and manage any subsequent Corrective Action Plans (CAP).
    • Prepare, evaluate and present quarterly and annual reports on the Jefferson Center Quality Improvement Plan. 
    • Mange the staff-related data collection and report writing activities, including staff satisfaction survey, and health record review.
    • Provide facilitation, leadership, or participation (as required) in system improvement and QI initiatives utilizing CQI techniques and methodology.
    • Participate in Performance and Quality Assurance (PQA) workgroup including reporting activities, meetings and subcommittees workgroup activities.
    • Serve as an advocate and provide leadership to Center managers and appropriate staff in achieving to strategic initiative and transition to a CQI driven organization.


    Other Duties:


    • Develop and maintain competence in performance improvement methods, data analysis, survey methods, and effective mental health practices.
    • Maintain strong customer relations through attention to timely completion of tasks and a cooperative approach to project planning and activities.
    • Maintains a positive working relationship with other team members.
    • Actively participates in team meetings and work groups.
    • Have an understanding of how trauma impacts the lives of the people being served, so that any interaction with clients is consistent with the recovery process and reduces the possibility of retraumatization.
    • As required, participate in the Center’s training/educational programs designed to enhance knowledge about Trauma Informed Care, the impact of trauma and trauma recovery.
    • Ensure that interaction with clients and other Jefferson Center employees supports the principles of trauma informed care.
    • Other duties, as assigned.


    • Master’s degree in psychology, sociology, public health, education, public policy or other related field that required development of quantitative and qualitative data analysis skills.
    • Clinical Licensure preferred but not required.
    • Minimum of 2 years of experience conducting program evaluation and/or quality improvement activities, preferably within a behavioral healthcare organization.
    • Minimum of 2 years supervisory experience
    • At minimum an intermediate level of skill in the use of Microsoft Office. Microsoft Excel skills should include formulas, PowerPivot, and Pivot Tables
    • Ability to communicate ideas in both technical and non-technical, user-friendly terms.
    • Strong interpersonal, oral and written communication skills, including strong technical writing skills.
    • Knowledge of CQI theory and practice, with specific skill sets in organizing and facilitating quality improvement projects. Additional experience commensurate with knowledge and previous roles in facilitating CQI.
